Directorate of Planning and Development
The Directorate of Planning and Development is a non-sectoral and central directorate responsible for coordinating developmental planning, develop strategic and annual; management plans, review reports, monitor and evaluate implementation of projects and achievements thereof, conduct action research and facilitate implementation of decentralization process.
The Directorate consist of two (2) divisions:
Corporate Planning is a division within the directorate, and is responsible for planning and coordinating the construction of Ministerial physical infrastructures through Capital projects.
In the current financial year 2023/2024, Treasury made a special allocation of N$213,000,000.00 to construct 510 additional classrooms at existing schools and 70 ablution facilities in all fourteen regions. [visit CP page]
The Directorate is also responsible for planning and coordinating the construction of Ministerial physical infrastructures through Capital projects.

AFRICAN DEVELOPMENT BANK (AfDB)’S EDUCATION AND TRAINING QUALITY IMPROVEMENT PROJECTS
The Ministry of Education, Arts and Culture (MoEAC) is the implementing Agency of the Education and Training Quality Improvement Project which received financial support (loan) of N$ 1 billion from the African Development Bank. This loan was augmented with a Government contribution of NS 400 million, being the counterpart co-funding to this initiative. The Project was implemented for a period of 5 years, effective from 28 March 2018 and is expected to close by 31 December 2023.
