Directorate: Adult Education

NLPN equips adults with reading, writing and numeracy skills in the mother tongue and Basic English communication skills. The program comprises three stages:

Stage 1: Provide literacy in the mother tongue and basic numeracy for beginners and Basic English.

Stage 2: Provide literacy in the mother tongue by consolidating, reinforcing and extending literacy and numeracy skills and Basic English.

 Stage 3: Develop intermediate English and numeracy skills, building on the Basic English skills for Stage 2.

The Programme runs for ten (10) months (February-November)

This programme is designed for NLPN graduates, other adults and out-of-school youth, primary school leavers, the marginalized, over-aged and disadvantaged children who cannot be accommodated in formal primary schools and who need competencies and a certificate equivalent to Grade 7. AUPE is a three-year course in which learners are expected to take two subjects per year. Each subject consists of three modules.

This is a fun-packed learning programme that brings together Grade 1 learners, their caregivers or parents and the Grade 1 teachers.

The aim of family literacy is to improve the performance of school children by involving parents in their children’s learning so that they are able to help their children do their homework.

The program runs for four months: January – April

The ASDSE promotes self-employment and income generating projects opportunities by providing business training, loans and supporting individuals to embark on self-improvement projects

DAE has entered into a partnership agreement with First National Bank of Namibia to provide loans in a unique scheme.

In 2022 sixty-one (61) entrepreneurs were granted loans to upgrade or start their business

Thirteen centers are operational, one in each of the thirteen political regions of the country except a recent demarcated Kavango West Region. It is significant to note that, Kharas region has two CLDCs; Aroab and Warmbad respectively. These centers are found in various locations, including local authority buildings, teachers’ resource centers, and schools. CLDCs are hubs of skills development for a variety skills packages aimed at strengthening community members’ capacity to be skillful e.g.  Gardening, beads making, tailoring, etc.

 

CLDCs empowers individuals and promotes community development through lifelong learning for all people in the community. They provide books and other resources, a community meeting place and access to modern technology to disadvantaged communities. Skills training at CLDCs are usually carried in collaboration with other stakeholders i.e. COSDECs, Agribank, Rural Development centers, etc.

 

Marrakech Framework implementation

CONFINTEA is a UNESCO intergovernmental conference for policy dialogue on adult learning and education (ALE) and related research and advocacy. Two staff members from DAE attended a CONFINTEA VII   conference which was held in Marrakesh, Morocco; from 15-17^th June 2022.

Marrakech Framework was adopted as a guide to member states in order to strengthen policies and international cooperation, in order to realize the 2030 Agenda for Sustainable Development, and to shape adult learning and education for the future. The directorate is busy working on the modalities in order to implement the framework.
